I recently wrote about this for Better Marketing and talked about how to do clickbait without doing clickbait. You want your title to evoke an emotion in your reader, but you want to follow up on that emotion with facts and give them what they came for.
Mainly because, like you stated, using a clickbait title misleads the reader and doesn't make them trust the writer, leading them to more likely not read the writer's stories in the future.
